Main Responsibilities
 Enforce environmental laws, regulations and policies, and draft local regulations, policies on environmental issues
Formulate strategic plan for environmental protection, joining the drafting of social and economic development plan with the city master plan. Work out the city total mass load target and emission reduction target, and co-ordinate major environmental activities
Handle pollution of air, water, soil, noise, radiation, hazardous wastes, toxic chemicals, and vehicle emission, etc., Promote energy restructuring, and protection of the marine environment
Manage the conservation of ecological system, natural resources, bio-diversity, wild life, wetland as well as bio-safety, green-agriculture promotion in rural areas
Handle serious pollution accidents, co-ordinating regional or cross-boundary disputes on environment
Draft city environmental quality standard, emission standard, and total mass load control target, issuing annual bulletin on environmental status as well as daily air quality announcement
Manage pollutant registration, issue emission permit and collect pollution levy, review and approving environmental impact assessment on new construction projects, development projects or renovation projects
Conduct environmental monitoring, statistics, and information collection
Organize scientific research or study on environment and promote the development of environmental industries
Manage international cooperation and exchange on environmental projects, co-ordinate the implementation of international conventions or treaties on environment, promote public and NGO¡¯s participation in environmental protection, co-ordinate environmental issues related with foreign investment and economic cooperation
Supervise radiation, radioactive wastes, and security of nuclear environment; emergency response to nuclear accident
Other assignments entrusted or mandated by municipal government.

To formulate and supervise the implementation of administrative rules

To be responsible for public letters and complaining, and handling motions and comments raised by deputies from people¡¯s congress and political consultation conferences
To guide and coordinate public education, and be responsible for news briefings

Personnel Division
To be responsible for institutional staffing and human resources management of SEPB.
Comprehensive Planning Division
To formulate Shanghai environmental protection plans
To participate or review the environmental protection chapters in Shanghai master development plan and district development plans
To formulate environmental function zoning plan
To participate in the formulation of Shanghai program of sustainable development
To manage pollutant total mass load control program
To formulate environmental bulletin and environmental quality report
To manage the fixed assets and infrastructure construction of SEPB.
Policy & Regulation Division
To formulate policies on environmental management, pollution control and ecological conservation;
To organize the environmental impact assessment on social and economic policies;
To organize the enforcement of environmental laws and regulations;
To be responsible for administrative penalty, administrative reconsideration, administrative compensation and lawsuit issues;
To manage the training on environmental laws and regulations.
Science, Technology & Environmental Standard Division
To organize the development of environmental sciences and technology as well as key research projects and technical demonstration projects
To formulate environmental quality standard, emission standard and related technical standard
To manage environmental management system and certification of environmental labels
To manage quality certificate of environmental engineering design and facility operation
To guide and promote development of environmental industry.
Environmental Supervision and Project Management Division
To manage environmental issues of project development
To examine and approve the report of environmental impact assessment for development and construction activities
To be responsible for management of nuclear safety, radioactive environment, radioactive wastes, and electromagnetic radiation
To participate and coordinate emergency responses to nuclear accidents and radioactive environmental accidents
To manage qualification of undertakers for environmental impact assessment.
Pollution Control Division
To be responsible for pollution control over air, noise and solid wastes
To formulate air pollution prevention and control plan
To be responsible for pollution reporting & registration, discharge permit, licensing of handling and treatment of hazardous waste, registration of imported and exported toxic chemicals
To deal with serious pollution accidents and coordinate inter-district environmental disputes
To manage import and export of wastes
Aquatic Environment & Natural Ecological Conservation Division
To be responsible for protection of drinking water source as well as prevention and control of water pollution
To formulate water pollution prevention and control plan
To be responsible for water-borne pollutant reporting & registration, discharge permit, and compliance discharge
To deal with and coordinate inter-district environmental disputes
To coordinate marine environmental protection
To be responsible for ecological conversation and formulating plans for conservation of bio-diversity and natural reserves
To manage ecological restoration, wetland protection, and bio-safety
To manage agricultural environment and non-point source pollution control
To manage import and export of wild species.
International Cooperation Division
To manage and coordinate international cooperation on environmental protection
To coordinate implementation of international treaties on environment
To be responsible for exchange on environmental protection between sister cities
To manage foreign funded projects on environmental protection.
