I. Environmental Planning

The formulation of the Eleventh Five-year Plan for Environmental Protection and Ecological Improvement in Shanghai (Draft) (hereinafter referred as the “Plan”) has been accomplished, under the procedure for approval by Shanghai Municipal Government. The Plan delineates the guiding ideology for environmental protection, identifies the environmental target that the framework of ecological city would be built up by 2010 to provide better environmental quality for Shanghai Expo, requests 12 particular environmental targets such as the excellent and good rate of ambient air quality, up-tostandard rate of urban drinking water quality, treatment rate of urban waste water,centralized treatment rate of industrial effluents, decontamination rate of domestic refuse,and the proportion of environmental invest among the GDP of the whole city, and puts forward 6 environmental tasks, 7 domains for implementing key projects, and 5 safeguard measures for planning.

In addition, the Eleventh Five-year Planning for Radiation Environmental Protection in Shanghai and the Capability-building Program for the Radiation Environment have be compiled.

II. Environmental Legislation

The Municipal Government unveiled the Provisions on Medical Waste Pollution Prevention and Control in Shanghai. Shanghai Environmental Protection Bureau established or amended regulatory documents, such as the Explanation for Implementing the Regulations of Shanghai Municipality of Environmental Protection, the Procedure Regulation of Suspension and Sealing for Shanghai Environmental Protection Bureau,Notification of Applying the Fine Range in Administrative Punishment for Those Acts
