IV. Environmental Impact Assessment

Plan environmental impact assessments have been promoted all-around way. Directories for special plans were compiled which are in need of environmental impact assessment during the eleventh Five Years. Quite a number of environmental impact statements have been reviewed over important municipal plans, such as Urban Railway Network Planning, Master Plan for the Layout of Shanghai World Expo, Planning (Revised Version) for Solid Waste Disposal Development of Shanghai, Planning for Sludge in Shanghai, the Eleventh Five-year Plan for Wind Power Generation in Shanghai, and the Eleventh Five-year Plan for Energy in Shanghai.

Environmental impact assessment system was enhanced for construction projects to stand stricter standards for approval. It is stipulated in explicit that those industrial parks where the total regional discharge is beyond the pollution discharge standards are not allowed to introduce new project and that all the new,reconstructed and expansion projects are not granted to approve the environmental impact assessment if they are not comply with the environmental plan or functional zonation, absence of aggregates, or failing to achieve the goal of More-Production-Less-Pollution or More-Production-with-No-More-Pollution.

Provision for Final-period Environmental Management of Construction Projects was established, which enhanced the supervision of implementing environmental measures along with the acceptance of the completed projects, as well as attaches the importance to the quality management of environmental impact assessment, so as to provide the opportunity to verify the EIA documents and to raise rectification while EIA agencies update their certificates.

V. Environmental Monitoring

According to the environmental goals of eliminating black and odor from waterways in urban area, achieving waterway quality standard for functional region in suburb area, and

continually improving the waterway quality in the whole city, Shanghai environmental monitoring authorities emphasized the monitoring work to evaluate the water quality of all districts and the key waterways as the comprehensive improvement,including the total volume of inflow pollutants, water quality of water environmental functional regions,ecological status of water environment, water quality in drinking water sources, and organic substances flowed from upstream rivers.
