The environmental monitoring agencies in Shanghai participated in the water quality monitoring activities for National Offshore Network, Yangtze River Network and Taihu Lake Network. Besides, they carried through the normal operation and quality assurance of automatic monitoring stations for the
ambient air quality monitoring to improve the collective rate as well as the quality of data.

A total of 2.61 million data reflecting environmental quality had been collected, of which, 2.42 million data were obtained through automatic monitoring system. In terms of the type of data, 120,600 ones were routine data of water quality, 19,000 ones were of air quality, and the rest 47,800 were of noise, biota and radioactivity.

134 major pollution sources were monitored. 186 spot checks were conducted and about 19,300 data were obtained, of which, 17,700 data were about wastewater, and 1600 ones were about industrial kilns and waste gases.

The district daily reports of ambient air quality were released on June 5, 2006.

VI. Environmental Supervision

A large-scale inspection of environmental security was expanded throughout Shanghai.The focus of the inspection was allocated on the companies around drinking water sources,chemical industries with high risks, the agencies to produce or to dispose dangerous solid wastes, and the units for nuclear implication or storage. The inspection eliminated the potential of environmental accidents, supervised enterprises to establish dynamic management system to avoid environmental accidents, achieved Prevention First and imposed precautionary measures and emergency programs into practice.

According to the requirement of To Establish Advanced Environmental Monitoring Precautionary System and Excellent Environmental Enforcement Supervision System, the environmental supervision authorities completed the installation and test of on-line monitoring facilities for the enterprises under intensive supervision,put the real-time monitoring system into operation, finished the online monitoring system for key enterprises of district-level including Minhang, Pudong, Songjiang, Qingpu, and Jiading District, and demonstrated 7 sets of facilities of online monitoring system from 6 companies for key air pollutants. The emergency scheme for environmental accidents and the network of emergency activities were improved through forming the Environmental Accidents Emergency Center, substantiating emergency equipments, training emergency work teams, and holding an emergency drilling of toluene leakage accident with SINOPEC Shanghai Petrochemical Co. Ltd.

VII. Environmental Science and Technology
