The Municipal Government issued a document (HUFUFA File No. 41 [2007]) formally approved the implementation of ¡°The Eleventh Five-Year Plan for Environmental Protection and Ecological Improvement in Shanghai¡± on 12 December 2007.? To basically establish the framework of ecological city by 2010 and to welcome the opening of the World Expo with a good environmental quality, the Planning clearly formulated the goal of environmental protection in Shanghai during the period of the Eleventh Five-Year Plan as follows:
- A generally perfect environmental infrastructure is established and a master pattern of environmental protection for the whole city is formed to make the city develop more harmoniously.
- Environmental pollution is effectively tackled and controlled, the total discharge of pollutants is reduced by a big margin, and the city environment is safer.
- The system of environmental monitorship and management is optimized, the ability to enforce the law to supervise environmental protection is improved, and the city is administrated more scientifically.
- Environmental quality improves continuously and steadily, both ecological environment and dwelling environment are healthy and comfortable, and living in the city is better.
